Job interview today, not heard yet..bad news?

Hi, I had an interview today (council) and I asked how long it would be before I was told the interview results.
He said, 'definitely by tomorrow but hopefully by the end of today. We just need to regroup'.

7pm now and I haven't heard.
Does this make it unlikely I was successful?

How frustrating

My experience has been that it means one of

• They need to speak to xyz to approve some aspect of the offer, but xyz isn’t returning calls
• They’ve offered it to someone else and are waiting to hear if they accept
• There’s been a change of plan and someone high up has decided they shouldn’t recruit anyone right now after all (this happened to me 😐)
• They got involved with some other project and decided to sortt hisnout tmrw instead
• They’re having a big argument about who to hire
