Do babies always have red gums during the early stages of teething?

Hi,

DD (15 weeks) is extremely fussy recently. Doesn't want to nap. Keeps waking from naps, is cranky and is chewing her hands quite a bit. Is this just self soothing or could it be early teething? She won't really let me look at her gums but from what I can see they don't seem to be red? Thanks

Forgot to mention she's also gone off of her feeds. She keeps refusing bottles. Is drinking a lot less when she does finally accept a bottle
