Doesn’t he want driving lessons? Can’t you just give him the money you were going to give for driving lessons and he can use it for what he does want?

He's sporty, into cars, bikes, athletics...

in reality - he will want as much as possible towards lessons

I would just stick to the driving lessons, they aren’t cheap and sure he will want to be on the road as soon as possible
