How do cafes make such perfect chips?

I've always wondered why cafes are capable of making better chips than anywhere else including most restaurants. I had a completely perfect bowl of cheesy chips from a garden centre cafe today and the waitress said they're very hot, straight from the fryer. They use a deep fat fryer then I guess but if that's the case why are they so different from chip shop chips?

When chips are just right they are the very best food. And I want some now.

Chippys use freshly chipped potatoes, they fry and leave them in the heated tray with the lid on for while. I'd have thought other kitchens use frozen chips as and when they need them freshly fried.
I use frozen fries in our deep fat fryer, they are delish, just like McDs. Oven chips are not great.
