I think rats usually have smaller ears in proportion to their heads but really you need to put something random like a banana next to it for scale.

It's hard to tell without any scale for size, possibly a baby rat.

Looks like a mouse - rats have small ears, mice have big floppy ones. Mice have tails longer than their body, rat tails tend to be fatter and the same size or smaller than their body.

A typical mouse will be about 10-15 cms body. A baby rat could be a similar size lengthways but they are a bit chunkier.

Always quite difficult to tell without context, but, as a veteran of rats and mice🙄as we live in the country, A. it's a mouse, and B, it looks like its got big ears and big eyes and so I'd say field mouse rather than house mouse.
What sort of area are you in and what food/water is near by?
