I couldn't tell what was going on there - so housing association think tenant was committing a scam?

A strange scam when it includes the other tenant having access to his private mail and computer. It looks to me like what he says That a staff member moved her boyfriend in.

Yes it was a weird situation but when I read in detail the implication was that a rogue staff member had sublet it off their own bat - I assumed it was for profit, but to benefit a friend would also make sense.

I think the implication is that the HA didn't actually have anything to do with it - a staff member just took advantage of the situation, swiped the keys when they came in and sublet it completely off the books. I could be wrong.
