Weird car parked outside

Ok, this one has my spidey sense going but I accept it might be totally innocent.

Car parked outside our house. It's not one of the usual cars on our small street, though it's not unusual for random cars to appear.

I went out earlier and the driver had his door open, pulled it shut as I walked by. The front number plate is half snapped off, the rear passenger window is completely covered in black gaffer tape, and there is a towel hanging off his rear wiper obscuring most of the rear number plate.

When I walked back ten minutes later, the car had been moved to the other side of the street and the driver nowhere to be seen.

This is weird, right? I usually leave the curtain twitching to DH but this one caught my attention. And because I've seen movies, I've made a note of as much of the licence plate as o could see when the wind lifted the towel a bit.

There is also a mover-style van on the street, parked immediately in front of where the car was to start with. But it's managed to attract a parking ticket so I assume if they are up to no good, they are either absolutely terrible at covering their tracks or not related to the weird car.

So come on MN! What's the innocent explanation for hanging a towel from your rear wiper? Are we about to become a hotbed of swingers, or have Russian spies moved in to No 28?

Could it not just be someone getting ready to move house or move out a large item and they've asked their mate with the dodgy car to come help them and he was waiting around for when they were ready?

When moving we had a blanket on the bottom of the boot which went over the boot lip when open to stop furniture etc getting scratched when going in/out so could have covered number plate when the boot was closed if we hadn't put it back in.

But if your (their) towel is hanging from the wiper and obscuring the plate then I guess more likely to be nefarious.

Yeah I think if it was hanging out of the boot it wouldn't have registered but carefully wrapped around the wiper so it would obscure the number plate definitely caught my interest!

DH and I are now wondering if it's a ULEZ dodger which would be oddly disappointing.

Yes we eventually thought that! It's probably the most likely though isn't he risking getting pulled over and fined a lot more?!
