Power of attorney for my mum

We are in the process of sorting out power of attorney for my mum. Unsure whether to have just me or me and my sister. My sister has a bad financial history and is always borrowing of my mother and not repaying it. She lives in my mother’s rental house and pays her well under the going rate. Her husband is pretty useless and happy to live off my mum. She is a good daughter in other ways though, sees her a lot etc.
I am concerned about everything falling on me if it is just me but also concerned about the power my sister will wield over my mums finances if she is included. Can she do anything without my say so? What is the best thing to do in this situation. My mother isn’t sure either and will probably go along with whatever I suggest.

Make it just you and be utterly scrupulous with the finances as your sister will be watching you (despite her being the one who is bad with money)

there are 2 options. Attorneys can be joint where they both have to agree, or separate where it can be one or another, the first option would be better
