What is this nest in my garage?

Well I'm not sure it is a nest. It is a cobweb full of little balls? Surely that isn't what spiders eggs look like, unless I have Aragog living in my garage? If I try to remove this will some tiny creatures burst out and crawl up my arm? If I leave it will they take over my house and possibly the world?

The silver balls are insulation. We have them in our house. Highly static and a bloody nightmare to clean up!

Probably! Our insulation was done 10 years ago and we still find the balls in places 😂
