At my DC school there is a lady who has a number of children (I think about 3 or 4). The youngest is about 2 oldest about 6.
Every time I have seen her with them with her which is a couple of times a week she is struggling with them. The school is very close to a main road the are all constantly fighting, lying on the floor but most concerning running off and even crossing roads. A number of times I have been close to the school to see them on the main road. For up to a minute I have looked for her and stood near them before she arrived just to make sure they do not go in the road.

Today DH dropped off DC and came back to say he had seen a boy just lay in a puddle in the school car park on his own. Other parents were trying to get him up again she eventually came around a corner. It's only for about a minute but DH said other parents and himself were obviously worried. We worked out it's the same woman I have been witnessing.

She is obviously struggling and I am not sure if there is some SEN involved. Would you report this ?

School will surely be aware if it was in the school carpark?

Staff were already in the school so not sure if they saw it or not

Yes I think I need to. I don't want to get the woman into trouble but I do think she needs some support.
