Overgrown shrubs in council garden issue

I’m wondering what can be done about a very small public garden owned by the council that has some shrubs or bushes which have been left to overgrow into tree like size. They are blocking the view of a small business from the road so ideally need pruning or replacing with something else. Do you just give them a call and hope they will do it? They aren’t trees but their size and volume isn’t dissimilar now after around 10 years of being left alone…
