Building works at weekends advice

My neighbour to the rear of my property is building his own house so he does a lot of work at weekends. Today he has been using an angle grinder non-stop since 8am and the noise is doing our heads in.

I looked it up and it says no building works after 1pm on a Saturday so he shouldn't be doing it now and I want to complain but DH says that doesn't apply coz it's his house then it's DIY rather than building works. Who is right?

If he needed pp , which for a newbuild he would, there may be conditions either specific to it or applied by the determining planning authority, including working hours. You could report but enforcement may be too late to make much difference

Probably the best way to deal with it is to try and reason with him in a friendly way. All round and have chat. Tell him you really don't mind X,Y and Z but could you please not do A,B or C.
