HMRC - registered address when a student?

We've lived in the same house since 2018. My student son has been chasing up a missing tax refund from the 22-23 tax year. He got through to HMRC yesterday and they said it had been posted to him in July. He asked to which address but they wouldn't say. With hindsight it may have been his hall of residence address, but he doesn't know how they would have got hold of that. They advised him to go online to update his address, but when he tried to do so, and put in 2018 as the start date, he got an error which said their current address dates were more recent. He's trying to get back through on the phone, but has been on hold for an hour. In the meantime, my questions are:
Where do HMRC get your address from? (He didn't knowingly tell them his Hall of Residence address, but it was registered as his temporary term time address on the electoral roll along with his permanent address).

Can HMRC manage the concept of students having temporary term time addresses whilst still having a permanent home address?

If he had a job at uni and put the halls down as his address then it might have gone to HMRC via payroll?
