International dial tone - possible explanations?!

Hi,
DP and I are at our respective families for Christmas period. Have been together around 6 months.
I phoned him this morning (both UK residents with UK phones with UK families etc!) but I got an international dial tone when phoning him before it eventually went to voicemail.
I said it to him via WhatsApp and he didn’t address it or say “oh that’s weird” etc… I asked him if he was abroad and he said he’s in the countryside on a walk.

basically - can a Uk to Uk phone IN the UK cause that international dial tone (beeeeep….. beeeep not beepbeep, beep beep)

It happens. Once DH had that and pulled up in front of the house 10 min later.

My sister and BIL's landline always goes to an international ring when I call them. They have no idea why.

Thank you - he’s lovely but I have trust issues generally (could you guess?!). I promise I did google but all I could find was hits of people wanting to hide international dial tone from their employer so they could go on a secret holiday whilst pulling a sickie 😅

I’m abroad and sometimes my phone does the U.K. ring for people and other times the overseas ring. No idea why.

Every single time I ring my mum's landline I get an international ring tone. No idea why
