Should I be doing a speech…?

My boss is leaving next week. I have decided not to give a leaving speech. Often the people in the department will do a speech . I have chosen not to get involved in the speech and left it to my colleague. Mainly because my manager hasn’t really been all that great to us in the final weeks. They’ve been off for 9 weeks, they also behaved a little bit sh*ty towards me a while ago by emailing me about small minutia I got wrong, and it came hours after I got a praise email from leadership.

Honestly, why they’ve done this, I don’t know. But alas, they’re back and expecting a leaving speech. I’m really torn here, part of me feels like I should. But the other part thinks, no I don’t trust you and you get nothing.

I’d expect their boss to be doing the speech?
