Officer Dibble was a wronged and hard working beat police cop. He had to deal with a load a smart-arse un-neutered cats who made the lifestyle choice of living in a louche fashion in a bin. I mean what kind of cat only bothers to put on a jumper or a waistcoat with no trousers? That's just contempt for authority.
