Other than Duolingo, what other resources have people used to help learn a new language (from scratch)?
I'm currently trying to learn German, not getting very far with duolingo on its own.

You might find one of CityLit's Online German courses helpful at this stage.

When I was studying Modern Languages at A Level and at Uni, I used to get a lot of books from a super shop called Grant and Cutler which was near Liberty's but is now a department of Foyles.

I see that one of the CityLit courses refers to the Willkommen course, which is stocked by Grant and Cutler.
