PIP form online submit option not showing

my Daughter has filled in her PIP form online (changing from DLA to PIP) but there is no submit button showing. Is this normal? Should there be one? Has she done something wrong?

Spent 45 mins on the phone to be told by advisor they have no idea and transferred me to someone else and the phone call got disconnected.
still no submit button has appeared
