Is this baking powder gluten free?

Yes, I've used it for years. Also OK are Dr Oetker, Sainsbury's and Aldi.
Don't bother with Doves Farm, it's very expensive and doesn't work well.
I add 1 tsp per 250g of gf self raising flour.
