Law on pedstrians and car accidents?

Drivers MUST stop after a car accident and exchange details no matter how minor.

But is there a law that a pedestrian must stop and also give their details?

What is the law on them fleeing the scene?

Young lad dressed all in black, so not at all visible, ran out at speed from between parked cars in front of a family member yesterday evening. Luckily they were only going about 10-15mph as was down a small back street with speed humps. The wing mirror was knocked off and smashed.
The lad got straight up, shouted 'sorry' or something to that effect, waved his hand and then pulled up his hood and ran off!
My family member tried to follow him to check he was ok, and did a few laps of the town to try and locate him, but he was gone.

They haven't reported it. Today they have had rather hefty quote for the wing mirror.

It was absolutely not their fault. They are now scared the lad somehow had hidden internal injuries and will drop dead over the next couple of days. They have passed te 24 hour reporting period too, so they are in trouble now if they DO report.

(Honestly, it really WAS a family member, not me!)

Sorry, ignore that. Just seen that they haven't reported it. I would write down their version of events so they have a record while it is fresh in their mind then I would report to the police, it can often be done online.
