Snug / Snuggle Fit PJ's for toddlers and young children?

I bought a pair of Harry Bear snug fit pyjamas for my nephew in New Zealand who is 2, the reviews all said the sizing was a bit small so to buy a size up which I did so I bought the 3 - 4 size. However what I notice is the waist band elastic of them seems really tight without much give in it.

The waist measurement on the bottoms is about 48cm (19 inch) circumference which seems a bit neat even for a 2 year old never mind a 3 - 4 year old. Going a size up again would make they way too long.

They are nice PJ's and he will love the design but I don't want to post them all the way to NZ for Christmas if they won't fit or be uncomfortable on him. I know Snug fit is in fashion and that the logic is that it is safer from catching fire but most young toddlers tend to have a little tummy on them and wear nappies and these and many other snug fit PJ's don't seem to allow for that.

Does anyone have any experience of these kinds of PJ's which are snug fit? Do you find they fit ok? I am disabled and so do most of my shopping online so I can't get out and look round the shops easily.
