15 month old was giving nasal flu vaccine even though it isn’t licensed for under 2s?

Booked my 3 children and me in to have the flu vaccine, assumed that the littlest one (15mo) would be able to have it too. Today she’s been a bit grumpy and I looked up side effects to see it isn’t licensed for use until age 2 and she should have had the jab instead.

Can anyone advise why they might have given it to her? Will it cause her any harm?

I'm not sure but my dc had it before he was two also. He was only a couple of months off his 2nd birthday but got very wheezy with viruses so the Dr said he could have it early.
