What film/actress is this dress from? (Not the exact dress but same style)

This dress has just come up on an ad for a website - the velvet and bunched rose reminded me of a dress I remember an actress wearing in a film. I think it was a pretty iconic dress. I originally thought perhaps Kate Winslet or Cameron Diaz, I can't find it in my google search though. I think perhaps the dress in the film is a dark emerald colour? And longer.

Does anybody at all know the film/actress that I'm thinking of?!

My first thought was The Mask for some reason, but having looked through her outfits in the film, I don't think it was. It may be from the same era/style of film since it was my original thought!

Ah that was a good shout too, I could envision Julia Roberts in the dress but also can't find it.

I seem to remember the dress getting wet in the rain or something in the film, I think I remember thinking that velvet must be uncomfortable when wet... might be memories merging with another film again though.

Very similar to the Diana dress, the dress I'm thinking of is also Bardot style. Definitely has the bunched rose type thing in the centre though... again, I think

Is it Andie MacDowell in St Elmo's Fire? Her character arrives at a party and removes her coat to reveal a dress, I think it looks like this but a bit longer. She's dry, but Kirby (Emilio Esteves) is outside in the rain looking through the window. Can't seem to find a pic to link. 🧐
