How hot should heated throws get?

I've just bought a silent night heated throw in the hope I can avoid putting the heating on for a little longer - I've seen them recommended on here often. I've not had one before but mine doesn't seem to get that warm even on the highest setting. Is this normal? I'm a bit disappointed!

I’ve had one for years and it doesn’t feel that hot either. But a trick I do is to pop another non-heated blanket over the top. It makes it roasty toasty!

Ours are mostly dreamland (have an old, cold house so need a few) and they get very hot on the top setting so I have mine on 4, maximum.
