Appealing a PCN

We received a PCN because I forgot to switch our resident parking permit to a loan car we'd been given when ours ended up in the garage. Our council let's you do this for free but we only remembered later that day and it was too late by then so we got a PCN. Parked outside our house. We promptly went online and switched our permit to the loan car temporarily.

We appealed the PCN online. It's been around 65 days and we still haven't heard back. I called the council and they said it's on hold and I just need to wait until they get round to looking at my appeal.

My understanding is that the council have 56 days to respond to an appeal. Not working days. So 56 counting from the date we appealed online. If they fail to respond, my reading of the info on the London Tribunal Website is that the council is deemed to have accepted the grounds of my appeal.

The lady I spoke to in the parking services team seemed not to agree and said I need to keep waiting for their response to my appeal, but she has no idea how long this might take. She can only see that my appeal is on hold and can't provide further info. Meanwhile, I'm in limbo.

Has anyone else been in this situation where a council hasn't responded to a PCN appeal within the 56 days time limit and had their PCN cancelled?
