How can I make sure my cat eats?

I have two cats, sisters, one is very dominant and her sister waits for her to finish.. I thought I was subsidising this with checking, watching, extra treats and stuff… but we’ve been for weighing and she’s very underweight. Tonight we have fed them separately and she just isn’t interested, she wants to eat from her sisters bowl and won’t start until she’s finished. Any ideas?

I may be missing something, but can’t you put more food in the dominant sister’s bowl after she has finished, for the other cat? Or would the dominant one go back and eat that too? Could you maybe distract her while her sister eats?
