What's bitten me ??

Please help me identify what I've been bitten by ! This was several days ago and the big blotches nor the insane itching isn't stopping

Looks like a cleg bite before the little blisters come through

I was just in the garage organising /cleaning it and then shortly after I stopped to pet the neighbours dog . Although dh and all three of my dc pet the dog and were there the entire time the dog was there also so I'm thinking it can't be fleas from the dog and more like something from the garage.

Horse fly?
