Advanced Parkinson's disease and driving

There is an older man living close by to me who has Parkinson's disease. It's very advanced now. If I was to meet him, his speech is not there and you can't really understand him. A few months ago he was able to walk. He's now uses two walking sticks to help him walk. He continues to drive to this day. I can't believe his family didn't take away his keys or go out late at night and dismantle his engine. He still drives and it is an accident waiting to happen. I saw his vehicle one day pulled in onto the side of the road and as I was going by, his car window was open, the engine still running and he was fast asleep inside. This man shouldn't be on the road.

Should I talk to his family or should I go to the police about him?
