I think weevils not maggots, edible. Did you wash the rice first? Although that's not fool proof. Cupboard will have weevils in them now.

Indian flour moth caterpillars, by the looks of them. Harmless, but they proliferate like wildfire. You need to chuck out the rice pronto and wash out the cupboard.

Are they pantry moths? We had an infestation a few years back, there were webbed nests in the cupboard and the little maggot like things in our dry goods and then moths that likes to sit on the ceiling.

We got rid of all dried goods, all pasta, rice, cereal etc. All new stuff got put in sealed tubs and jars. We got sticky traps for the moths on the top of our units, cleaned all units and think we used vinegar spray to kill visible moths. Took a while to get completely clear

We had pantry moths at the beginning of the first lockdown and had to throw away all our dried goods.
Bought lots of plastic containers with good seals and purchased new dry foods. Problem eventually solved.

They will have been in the rice when you bought it. Very common.
