Advice needed on homelessness

I am supporting a young person who is 21 and street homeless. They are a previous care leaver so have a leaving care worker. They also only have pre-settled status - they are from a European country and due to a spell in prison as a youth their settled status has not been approved whilst the rest of their family has. They are extremely vulnerable. They have no access to public funds and as such are totally destitute and can not access accomodation support. They can not return to their family for safety reasons. The lack of options for them is utterly inhumane and they have no capacity to improve their situation at present.

Is there anything I can do to help? Everywhere I go seems to say that as there is no UC then there is nothing they can do to help. It's horrendous. Can someone please provide some advice?

Can Shelter help? Or local charities? I know there’s a few in Manchester; Emmaus (not sure of spelling), Mustard Tree, Reach Out to the Community. They work with Manchester City Council and visit homeless to try and help get them into accommodation. I would hope other areas have something similar.

Without recourse to public funds there is little that the local housing authority can do. Some local charities and organisations related to the person's home country may have capacity to help.

Are you/they in a Uk city?
homeless services/ local authorities have special support for those with No Recourse to public funds (NRPF)
is someone helping with the immigration status? Often community legal services help with this.

We're in a town and there seems very little available. We thought that they might get some support from the Salvation Army but they have declined it for a reason which is ridiculous.

I'll have a look into some of the names above but as far as I'm aware they don't operate near us.

What do they actually expect people to do in this situation? It is utterly disgusting.
