Does anyone else have asbo type neighbours?

NDN has been going out of their way for many years to bother all the neighbours for entertainment. She obsesses over one neighbour and focuses her energy on them until she gets bored and moves on to another.
I’m the current novelty.
She thinks it’s hilarious to hang around 20 pairs of knickers on our shared fence, and even more on the washing line (which only I can see from my kitchen window). Same arrangement and pairs at least 5 times a week, so she either has a bladder/bowel issue or she’s getting some kind of pleasure from knowing I can see them.
She also likes to get her strimmer out daily to cut what little grass she has left. However she does it to flick grass up everyone’s cars (allocated spaces for the road are mostly in front of her garden which is on the side of her house). She has 4 foot trellis fences so all the grass and weeds litters the path which she leaves. Everyone who parks there has to wash their cars very often. One neighbour has paint damage to their car as she cut the grass in the rain and it dried to the man’s car. She refused to take responsibility and denied it was her. She’s refusing to cut back a large prickly weed which has now grown over the fence and causing damage to property around her and makes it dangerous for pedestrians.
When we had a temporary hose ban she left her hose running on purpose. Several neighbours reported her but nothing happened. She hung the hose into her NDN garden and flooded their lawn for reporting her. She was also caught stealing their electric via the garages that are next to each other.
Now I’ve listed the main issues and read them back I can clearly see how malicious and anti social she is!
why do people like this get away with it?
