According to Main Intelligence Directorate reports, Russia's civil aviation sector is reportedly facing a severe crisis in 2023 due to sanctions, making flying three times riskier. Ukrainian intelligence obtained official documents from "Rosaviation.

Not sure how they've quantified the relative risk but yes there are concerns.

▫️ In the initial 9 months of 2023, 150 instances of technical malfunctions in Russian aircraft were documented.

Even in the western world with well maintained aircraft you'd be writing up a "technical malfunction" in the aircraft log book on most sectors..e.g. blown bulb, tyre (tire for our US friends ) needing changing.. I'm surprised the Russian rate is that low TBH.

▫️ Over 35% of the aircraft were utilized for spare parts to repair other planes.

That does sound like a high rate but as a general point the practice of "cannibalising" or robbing a grounded aircraft (e.g. one in the hangar for lengthy routine maintenance) of parts to keep another aircraft flying the line is not uncommon...but it has to be controlled and precisely documented.

▫️ Nearly 70% of the aircraft fleet underwent unaccredited repairs using non-genuine spare parts.

That's more of a worry, and I think the concerns expressed by ICAO and others are valid.

I wonder if things like blown bulbs and a tyre change are left off the books to lower the number of incidents? It seems to be very much in the Russian style.

Could well be.

The report really needed to define what was meant by "Technical malfunctions".
