Smart casual dress code for a funeral

What could my dad (in his sixties) wear to a smart casual funeral?

Does he own a pair of trousers and a shirt? Most men in their 60s do, and that would probably be "smart casual " enough for a funeral. I'm thinking that it's probably just code for don't wear a tie.
