Do you have wifi calling enabled?

I'd switch that off first. On Android it is under settings - connections. I've no clue on iPhones, sorry.

Switch it off. It might be that you have enough of a wifi signal for your phone to pick up that wifi is available but not enough signal strength to actually use it to place a call.

In practice, your phone should auto-switch back it's normal network when it can't use Wi-Fi calling, so you need to bring this up to O2, assuming you purchased your handset through them.
