How long can an insulated lunch bag stay cool?

DH has got in touch to let me know he's not put any ice packs in either DC(6) or DC(1)'s lunch bags this morning when he got them out of the fridge. Both bags are insulated and food was kept in the fridge, DC(6) had a big box that was in the fridge all night with ham sandwich but DC(1) only had small little pots in the fridge but had one vegetable that can go funny when warm and food didn't really take up much space in the bag, would they last 3.5-4 hours in this weather? It'll be 22/23 degrees here by their lunch time.

I don't remember ever having an ice pack in the 90s, had warm sandwiches regularly and was fine but obviously don't want to risk our own kids getting food poisoning.

It will be fine, it will probably wont stay chilled, but it will keep the worst of the heat out.

It will be fine.

Will be totally fine, I agree I never had ice packs in my lunchbox and never got food poisoning. If the lunchboxes were left directly in the sun all day they might be warm but I very much doubt they will be, usually in a cloakroom or classroom?
