Orchestra member not doing anything. Why?

This afternoon I was watching a of an orchestra playing Beethoven's 'Pastoral' and noticed one member of the orchestra with no instrument. He's in the middle, near the back, as in the pic.

Why doesn't he have an instrument and what is his role? Does anyone know?

Piccolo is only in the 4th movement of the Pastorale, so Google tells me. if he plays the piccolo he might get some screen time then.

My piccolo/flute playing son says he is the piccolo player counting a hundred bars of rest waiting for his chance to excel - or squeak loudly if it goes wrong!
