Birthday cake help please!

It’s dd’s birthday next weekend and she’s having a party with 17 confirmed guests (2 haven’t RSVPd but I want enough in case they turn up!). I am making her cake and she’s found a design she likes but I’m not sure how big to make it. The recipe/design is for a 7 inch cake and I don’t think that will make enough portions for the party bags. I also wouldn't mind a slice myself as it will take a day to bake and ice! The cake is decorated with buttercream rather than fondant. Should I:
a) make a tall (3 or 4 layer) 7 or 8 inch cake and hope the venue can cut it into enough portions?
b) make a 9” tallish cake (which will be trickier to transport)
c) make a 7” and a batch of cupcakes?

d) make the 7 inch, and a spare 7 inch with the same basic icing colour, but not fully decorated.

Plus you can pre cut the other cake before blowing out candles to save time prepping party bags
