Dog left out ALL day

We have a neighbour who recently got a dog. Not once have a saw them walk it and it is just left in the garden ALL day and then at about 11:30pm it starts barking for around an hour when they eventually let it in, after it has wake the whole road up.
Who do I report this to

It's not illegal to keep a dog outside.

Does it have access to food, water or shelter?

No it doesn't

I would contact the RSPCA in that case - they're a bit useless but probably the only charity able to do anything. Poor dog!

Report to RSPCA who will investigate but if it has access to food, water and shelter I don't think they can do anything.

Dogs should have access to water and shelter at all times though.

Report for welfare concern to the RSPCA.

Report a nuisance noise concern to your council.

Well I assume the dog will have access to food and water in the house but it's left out all day it sits at the gate looking sad
