Any plumbing savvy people about?

I have a drip coming from this part of the toilet after a very unhelpful plumber fitted a new flush, only to leave it not filling and telling me it now needs a new filling valve. It's now dripping every 10 seconds! Do I need to tighten something up?

I would hold the lower pipe and rotate the knurled part anti clockwise carefully

I'm no expert, but that weird looking inline valve looks like it's closed? I'm guessing the pointy bit of the egg shape should face up (or possibly down, but would expect up), so needs a quarter turn counter clockwise.

Might explain why it's not filling and leaking if so as many ageing valves will drip a little when fully shut.
