Who removes the rubbish ?

I moved into a housing association property 5 years ago.
Round the side of the flat (I'm upstairs ) and he is down.
Is lots of rubbish.
Not sure if it's his or previous tenants
Anyway I got a phone call
They had been to inspect property and found the rubbish and guy downstairs said it's mine
It's not my rubbish
What do I do? I don't drive so can't take it to the tip
I'm quite upset as she wasn't pleasant on the phone to me

Yes I told them.
The downstairs guy has his blue bin round the side filled with rubbish -so he stole my blue bin and uses that as his
He claimed the back garden and its overgrown and the front garden as both of his cars on (which don't even work )

You contact them in writing and state it is not your rubbish.

Ask them to respond in writing as you are concerned that this false allegation that has been made and you would like written confirmation that they accept you are not reponsible.

As others have said, state in writing that the rubbish is nothing to do with you. I would also consider putting in a complaint regarding your neighbour using your bin the general state of the gardens & his lies to the Housing Association.
I would also let them know I wasn't impressed by their attitude / rude manner on the telephone.

Oh he is honestly a nightmare
His tele is blasting 24/7
When he is at work his dog howls constantly
He doesn't take the dog out at all so I'm assuming it does his business in the house
He refused a new kitchen last year too

Unless you think there is any chance he has put your rubbish into the bin, I would simply write the email.

And I would list EVERYTHING you've said on this thread, including the rudeness of the HA employee each as a separate bullet point.

And no, don't offer to go through the bins, but perhaps suggest they do.
Eg
...and if you need any evidence that what I'm saying is true, perhaps a look inside the bins will tell you what you need to know
