My son is starting a graduate job which will be office based (financial trainee) and has been told it’s smart casual. What does this mean? He’s been a student and his idea of smart casual and mine are a bit different!! He obviously wants to fit in and get it right do what should he buy?

It means different things in different places. My office, although I rarely go says smart casual but jeans and t-shirts are very common (same with others in our building where it ranges from a creative agency to a learned society). DH is also smart casual but wears trousers and a shirt, no tie.

Personally I'd guess the latter in financial services but I'd do a travel dry run to the office, maybe around lunchtime and if possible perch up nearby and see what people coming and going are wearing.
