How (where) do you report concerns about swimming pools?

We frequently use a swimming pool at a holiday park near us - so it is a private pool for the people on holiday there, and residents of the local area can pay to go to. But it is owned by the holiday park not a council.

The last few times we have been I have had quite major concerns about the lifeguarding (it's sporadic, and they are often distracted, occasionally it is left unguarded) and the story in the papers today about a kid who drowned in a holiday park swimming pool has really made me think I should report this to the authorities (there have been complaints at the holiday park but no action). But, I have no idea who to tell. Is it the District Council? Or the HSE? Or is there a swimming pool authority?

Anyone know?

There may not always need to be a lifeguard. Obviously if there is one they should be attentive.

A risk assessment may find that constant supervision is not required. In these circumstances, a member of staff will need to be 'on call' and able to respond immediately to emergencies whenever the pool is in use. It is essential that these staff are trained in pool rescue, CPR techniques and first aid.

Under the Health and Safety (Enforcing Authority) Regulations 1998, the local authority is generally the enforcing authority for leisure activities. However, where the local authority owns, occupies or controls activities or equipment – such as local authority swimming pools or leisure centres – the enforcing authority is HSE. Leisure facilities in educational establishments and at Ministry of Defence premises are also regulated by HSE.
