I overheard in passing today. Apparently if you own a tent, you can't be homeless.

I'm not sure I understand your point? However, for the homeless in my town who are actually lucky (!) Enough to even own a tent, they are swiftly moved on by the authorities, not deemed worthy enough to even have a pitch. Where they're expected to go, I have no idea.
