Global warming vs global cooling

I've just been watching the snowball earth episode of Earth on BBC.

It made me wonder - if we were facing global cooling and snowball earth again would we (by that I mean global governments) be acting more urgently than with global warming? Does the idea of being colder seem less appealing than warming up?

Both will be equally devastating.

People will try and move to any habitable zones that can grow crops either way

Big squeeze on land and resources.

Many many killed in the battles for said areas.

Others left to fend where/if they can.
