Scammed and can't get money back-advice please

Ok so I got scammed by one of those Facebook ads-stupid I know- lesson learned. I lost £32.

However my post is about when I've opened a dispute or Amex card (where the scammed money came from) I've not been able to get a resolution.

Firstly
I've messaged the merchant directly, I was advised I could return the item I received (incorrect item-not what I ordered) I would have to pay postage for this item, around £10, so a third of what the original item was worth. Or I could keep the incorrect item and receive a 40% refund. I ordered a beach buggy and received a cheap USB cable. I don't want a usb cable.

I've said I'm not willing to post at that expense and that I wanted a full refund, and they could pay for postage. I've not heard anything back.

I've send photos of all this communication, photos of the order I placed and photos of what I received, but Amex keep closing the case and not helping at all. The latest was that they were to communicate with the merchant and get back to me.

I asked if I should pay the postage and just get the refund and they said to wait until they had got back to me. That was a few days ago, today I check on the status of the dispute and it's closed again. So I'm no further on, and i don't know if they contacted the seller or not.

My next step is to phone up and speak to someone, as all these chats have been via an online messenger on their app.

Any advice on how I can get my money back? Thank you. And yea I know I've been stupid so you don't need to tell meConfusedBlush

I would progress this as a complaint with Amex. If they won't refund it then ask for a final response and go to the ombudsman.

You have been scammed, you have proof and they have a responsibility to refund your money and charge it back to the retailer.

i thought the credit card protection was only on items of £100 and above?

You do get extra protection under the cca agreement for items over £100. However, for this type of scam you have the right to dispute it and they should refund it and charge it back.
You have not received the goods you ordered and you have chargeback rights.

This is a really common scam right now.
