Can anyone recommend a photo editing app that works for a beginner ?

Had DD graduation yesterday - the one photo of us all I have a horrendous double chin. I'm not vain but I was hoping for a nice photo. Can anyone recommend an app that might fix it a bit? I'm not great with that type of stuff but I'll give anything a go.

cleanup pictures, use the little rubber to get rid of anything in the picture you don't want, I use it all the time, no app but just type it into a web browser, phone browser works too.I only use the free version.
