What kind of bugs are these?

There are about 20 of these flying around my rose bushes. What on earth are they?
They are no longer than the tip of a finger.
Larvae of some kind?

Looks like some sort of fly emerging from its pupal form.

It does, your right. The brown bit at the back being the pupae

They are Large Rose Sawflies (Arge ochropus) - related to bees and wasps.
