Neighbours give off odd feeling

My neighbours moved in few months ago. All seemed OK. The place they live in is like mine. It's a small 2 bed. I've seen they have 2 daughters but I never see them regularly both older school age. Only recently have I seen they have a son too. For the last month or so this boy who looks roughly 8/9 has rode his scooter up and down our road alone without any supervision. I've seen him quite alot doing the same but within school hours. The other day all 3 of them came home in 1 car and then left him at home on his own and the 2 parents went back out in another car.
Every single night without fail we hear them in the garden. Can hear screams and shouts from the boy. It's honestly so loud my DS struggles to sleep. Trying my best to say its their home and they can do what they want but they screams are soooo irritating and loud.
The dad sometimes says hi but they mum ignores me.
I don't know they just give off an odd feeling.

But a 9 year old riding his scooter alone? Not what I would have allowed but at that age - I would t be concerned if others did

I honestly thought this was going to be a question of where do they sleep.

It also depends on how long they left him alone but I would just keep an eye out

Do you see the kids set off for school?
Maybe they're in the garden as it's a 2 bed house and they need a bit of space to run around?

Think you might have inherited my old neighbours. Nary a single brain cell between them, unsupervised boy left to risk his life in front of cars on his scooter.
