Vest top to wear in the sea over a bikini?

Need a traditional bikini top as haven’t found a tankini top that actually fits and is comfortable, but thinking I might want a bit more coverage so looking for a loose vest type top that’ll look okay or be okay in the water, or a crochet effect type one? Doesn’t need to be long or a dress as have a swim skirt.

Why not just get a swim suit and put the skirt over it?

Would a rash vest work?

I have never managed to find a swim suit that didn’t feel like it was dragging my breasts down, like they are all too short in the body. Tried ones with cups/long length etc. Always willing for suggestions!
