Mumsnet saved me about 3 days work last month by helping me use Lookups in Excel! I'm now back asking for more advice!

I'm looking for a solution to updating maps with code information. I'll explain using a fake example:

A map of a town which is in a pdf document as an image. I need to be able to put small "labels" on top with arrows. For example - there would be a small box on the image that says "church" with an arrow pointing to a church. Ideally, if needed, I would have the ability to amend the label to say "big church" in the future.

I've looked at Autocad lite and the free version, but it doesn't do what I need, and I've also tried using Acrobat writer comments, but that doesn't do the job either.

Before, I've done it in Word and just used small text boxes and arrows. This would do the job but I'm interested to know if there is a better way
